GOVERNMENT DISCUSSION BRIEFPROPOSED CONCEPT · OCTOBER 2026

ILLUSTRATIVE SCENARIOS

Make the handoff
visible.

Walk through two fictional exercises drawn from the supplied material. The sequences show decision points, not live incidents or measured system performance.

01 / INTERACTIVE WALKTHROUGH

Follow an event
through the response.

Select a scenario, then move through each stage.

AIRPORT READINESS01 / 06
Illustrative airport clinical assessment: a clinician reviews a potential traveler exposure.
SCENARIO STAGE / ILLUSTRATIVE MODEL

Interaction changes this illustration only. It cannot send alerts or operate equipment.

02 / AIRPORT EXERCISE

A potential exposure.
A controlled readiness response.

The operational brief uses a fictional Russia-to-Dallas/Fort Worth travel scenario involving suspected plague.

Verify, then assess

A suspected case and permitted travel context prompt clinical and public-health assessment. Screening or software alone cannot confirm plague.

Prepare by role

If warranted, send approved clinical guidance and readiness tasks to appropriate facilities, pharmacies and officials.

Reassess the scope

DTS forecasts would be reviewed alongside evidence. Public warning is conditional on assessed risk and originator approval.

03 / WATERBORNE EXERCISE

Local investigation.
Conditional international routing.

A village in India reports unusual gastrointestinal illness. The immediate response belongs to the responsible local and national health authorities.

  1. Recognize and investigate

Clinicians report a suspected cluster. District and state teams investigate cases, laboratory evidence, water sources and exposures through appropriate public-health channels.

  2. Take local protective action

Clinical care, water testing, safe water, sanitation and community communication are selected by responsible authorities. Necessary action need not wait for final laboratory results.

  3. Share when criteria and permissions apply

National authorities use relevant official international reporting arrangements. Any DAS sharing requires an agreement and authorized recipients. FEMA is not a routine first recipient of a foreign village outbreak.

  4. Prepare where there is a credible risk

U.S. partners assess domestic implications. A permitted DAS event could support targeted clinical, water-safety and supply readiness, with public warning only when justified.

04 / DIFFERENT SCREENS, DIFFERENT PURPOSES

One event does not mean
one message for everyone.

All examples below are illustrative drafts; none is an actual health advisory.
