GOVERNMENT DISCUSSION BRIEFPROPOSED CONCEPT · OCTOBER 2026

DETECT · VERIFY · COORDINATE

A warning is
only the beginning.

Turn verified disease intelligence into coordinated, authorized action. Across agencies. Across healthcare. Across the systems that protect communities.

Nonpartisan by design. Public safety by purpose.

01 / THE MISSION

Close the gap between
intelligence and action.

DAS proposes an authorization-aware switchboard that connects a verified threat to the people, facilities and approved protective technologies positioned to respond.

Health intelligence has value when it reaches the right decision-maker, with a clear action and a way to confirm what happened.

DAS brings alert routing, geographic scope, preparedness tasks and response tracking into one proposed workflow. Disease Tracking System (DTS) modeling would help inform where readiness may be needed next.

PUBLIC TRUST / PROPOSED COMMUNICATION STANDARD

Trusted communication.
Nonpartisan purpose.

DAS is proposed as a trusted, nonpartisan public communication system for disease-related safety information, alongside its professional coordination role.

Its purpose is to help people understand a credible threat and the protective steps approved by responsible authorities. Messages should follow evidence, public-health risk and community need, regardless of political affiliation.

A FAMILIAR PUBLIC-SAFETY PRINCIPLE

Like AMBER Alert in purpose.

The comparison is timely, focused public information that helps protect people. AMBER Alert helps find abducted children; DAS proposes disease-related safety communication.

DAS is a separate proposal. The comparison does not imply AMBER Alert affiliation, government endorsement or existing access to official alert channels.

Read the public-communication safeguards

Verified and authorized

Review the evidence, identify the issuing authority and approve sensitive public messages before release.

Public safety for every community

The proposed use policy excludes campaign promotion, political fundraising and partisan advocacy from alert messages. Reach follows the hazard and protective need.

Trust through accountability

Make the source, affected area, update time and protective action clear. Preserve review records and provide corrections, expiry and withdrawal when needed.

Design commitments for evaluation. Public trust and operational performance must be earned through transparent governance and demonstrated results.

Doctors & hospitals

Participating clinicians and facilities could submit permitted incident observations, capacity signals and reports. Source identity and sharing permissions are checked before routing.

04 / WALK THROUGH THE CONCEPT

Follow the handoff.
See where control matters.

A fictional airport exposure and an illustrative waterborne outbreak make the architecture concrete, from initial report to reassessment.

05 / THE EVALUATION

The value should be
demonstrated.

Start with a controlled sandbox and measure the result against the current workflow.

Time

From verified event to approved, routed instructions.

Reach

Correct geography, organization and recipient coverage.

Follow-through

Acknowledgments, completed tasks and blocked unsafe actions.
